This is an update on our enquiries and legal investigation surrounding the appointment of Neil Holdom, by his one employee Gareth Green, to the position of Interim CE of the new Water CCO.

We wrote to the NPDC, our Lawyer, and the Ombudsman, on 10th October 2025.

Last week we finalised our dealings with the Ombudsman. It took just over 4 months, with a number of queries, and multiple issues, for us to receive 328 pages of internal documents from the NPDC about the set up of the Water CCO.

Our team had a marathon day recently going through and piecing together what was in these 328 pages.

The NPDC placed extensions of time with several of the questions we asked over the last 4 months. As we write this update, the very last question has been answered with 198 new pages attached, with information we have not seen before.

It has been a long and difficult road getting information that gives us background to decisions made about the Water CCO.

We are very grateful for the assistance of the Ombudsman’s office which enabled us to get answers to these questions.

Our team will need another session to go through the details in the last 198 pages. There is some serious dedication involved by our team, spending hours wading through the type of information received with LGOIMA’s, and making sense of it

Once we have finally collated all this information, and followed up with our legal team, we will come back to you with next steps.

We had no idea on 10th October 2025 that it would take us over 4 months to get answers from the NPDC about this one decision making process.
