We have laid a complaint with the NPDC about WaterCo1’s unusual agenda’s and reporting for the public.

We have recently written to the NPDC with a complaint about the lack of transparency with current meetings being held with the new Water Services Council Controlled Organisation (WSCCO).

  • A complaint to the NPDC about WaterCo1’s agenda’s and reporting.

We have attached copies of agenda’s for WaterCo1’s and Wai Hononga’s meetings below.

For some reason these agenda’s do not follow the format of regular agenda’s at the NPDC.

This is a link to a standard agenda for an NPDC meeting – from around page 20 there is a lot of information for the public to read – if they want to:

https://www.npdc.govt.nz/media/gqdjcncg/council-agenda-26-march-2026-public.pdf

Why do these agenda’s only have one line per item and no detail ? (Photos attached).

Why do they not meet the standard of all other agenda’s on the NPDC meetings website page ?

Why are none of the reports and papers being discussed in these meetings attached with the agenda’s ?

13 working days after the 17th March meeting why are there no minutes showing on the meetings page on the NPDC website.

On 17th March the meeting for the Water Company was called WaterCo1.

On 27th March the Meeting name has changed to Wai Hononga.

(Photos attached).

Why has the public not been told the name has changed for the Water Company, so people are aware what this committee with a new name is meeting about ?

Why is there no transparency with this public Water Company creation ?

We are requesting for all of these issues to be resolved please.

On 17th March the Committee was called WaterCo1

On 8th April there are no minutes on the meetings page for the 17th March meeting. There is no video either (does this apply to these meetings ?)

On 27th March the Committee is now being called Wai Hononga

No minutes on the meetings page from this meeting either

  • The Ratepayers Alliance has been very concerned about the lack of transparency and openness with the setup of the new WSCCO.
  • We are still very concerned with how the WSCCO is running as an operation – with no transparency for the public.
  • The Interim CEO of the WSCCO, Neil Holdom, sets the agenda’s for these meetings, which has the information the Board will make decisions about. The agenda’s, which unlike other NPDC meeting agenda’s, have no documents attached and just one line descriptions of the topics discussed.

We are asking the public to have their say if they are unhappy with the lack of transparency which has been apparent with the New Plymouth WSCCO.

These are links to a petition we are running, a poll, and the findings of our investigation of the set up of the WSCCO and the appointment of Neil Holdom as the Interim CEO of the WSCCO.

  • Please share this with other people, if you are concerned about the future operation of a Water Company for New Plymouth, which does not provide open information for the public.
