As your new Mayor or returning Districtwide Councillor experienced Intergenerational Visionary Leadership is my superpower that I bring to the District and wider Regional table.

My campaign focuses on the watershed LTP 27-37 in particular Consolidation and Efficiencies.

The Cost of Living and extraordinary inflationary pressures are hurting us all and reflects directly as pain points to our ratepayers experiencing double figure average rate increases. I hear you and as a fellow ratepayer I feel our shared pain deeply.

I pledge with the support of the newly elected team to achieve accessible, flexible, balanced rate increases by curbing rises to single figures at an average of 6 -7% across LTP 27-37. 

To achieve my KPI the savings will come from staff savings (salaries including vacancy churn management) , operational savings (less spending in discretionary items), better cost recovery of costs, capitalisation of staff time and some minor new income streams including a purposeful consolidation of efficiencies review on the 449 LTP 24-34 renewals, individual projects OPEX CAPEX to ensure prudence, delivery on time and within budgets.    

My innovative initiatives to enable accessible, transparent and consistent communications  with the community that I will establish in my first 90 days as Mayor is three fold namely  in-person ‘Chats with the Mayor and CEO’ at monthly drop-in sessions at District Libraries. The ‘Mayors Monthly Update’ via NPDC Socials including a new designated NPDC YouTube Channel and to establish a new Mayoral ‘Day Office’ near the NPDC reception/main entrance to enhance public and staff accessibility  and visibility.

My quest to lead the district is borne out of a long time watching of the inefficiencies of what goes on at Council. Now, having spent a term inside the process as a councillor has reinforced my thoughts. The place still needs a major revamp.

There is an overwhelming attitude of we know best amongst all the various players, both elected members and many in management.

We have now a situation whereby Government are changing the operating rules for Councils and I only want to lead a Council that embraces these.

The changes are around fundamentals and based on sound financial management.

 I offer my life long experience as, first a tradie, and subsequently a successful business owner to bring some financial perspective to bear on Council decisions.

 I pledge to a comprehensive Long Term plan review alongside a full rating review in year one.

 These are the key first steps in setting fairer baselines for your rates of the next 20 years.

The other focus I will bring to bear also will be in how Council can enable small and medium sized businesses with Job growth as without this we have no economic good news in our future.

 We have a declining GDP right now and restoring business confidence is the key to our future prosperity.

An introspective economy will not deliver future growth we are planning for the city and it is imperative we give our next generation a meaningful future.

This can only be done by supporting businesses and those people that get things done.

Council should be supportive of the people it serves and only then will we start to see our people becoming supportive of council and decisions made in their names.

I would be honoured to lead this change on your behalf.

 We simply cannot afford to wait any longer to right the financial ship.

 Change must be driven through under urgency.

Give me a council made up of people prepared to make calls based on sound financial prudence and we will deliver a future you can afford.

Graham Chard

Having served three terms on the Kaitake Community Board, I’ve been continually disappointed by the number of Councillors who have clearly not read the reports on agenda items they are considering and voting on, Councillors who fail to attend workshops and meetings, and Councillors concentrating most (if not all) of their attention inside the city limits, to the detriment of the more than 43% of the district’s population who live outside the city.

This lack of ‘voice’ for the Kaitake Ward had me step up, fulfilling a de-facto Councillor responsibility in an attempt to have the issues and concerns of our residents brought to the Council table and to Council Officers attention, to have them aired and addressed.

This undertaking resulted in significant improvements in services to our area; however, it also resulted in me being targeted with significant criticism on social media, and in the local press. I am quite prepared, through my sense of duty to my community, to weather any backlash, despite it being hard on my wife and those near and dear to me!

I’ve also become increasingly dismayed with the way our Council is currently operating.

I’m deeply saddened at the levels of distress, fear, frustration and anger felt by our residents, ratepayers and business community; emotions resulting from the impacts of Councillor decisions/focus, and from Council Officer actions or inaction.

It points to an organisation that’s lost sight of its primary role, and its principal focus – Services to residents, ratepayers and the business community, into the future, tomorrow, AND TODAY!!!.

 I’ve made the bold call to stand for the New Plymouth Mayoralty, and for the Kaitake-Ngāmotu General Ward.

To successfully undertake these roles, it requires –

Why I’m Standing for Mayor – Sarah Lucas

Rates are going up and continued rises in the double digits are simply unsustainable for our community. I hear it everywhere, people are paying more and they want to know their money is being well spent on things that matter. We need to change how things are done at NPDC.

I’m standing for Mayor because I believe in fair, future-focused leadership that puts people first. I’ve spent years at the grassroots, on the Inglewood Community Board, as Chair of the Community Board Executive, running a small business, working in policy and raising three teenage boys. I know how tight budgets are, and I know how frustrating it is when Council doesn’t seem to listen.

Right now, the big issues I see are:

·         Unsustainable rate increases due to past under investment

·         Closed communications and lack of open processes

·         A lack of transparency and accountability

·         Internal processes that are clunky, costly, and surely inefficient

If elected, I’ll focus on getting the basics right: fixing infrastructure, smart spending, better communication, and ensuring we can keep people in their homes, while also taking homelessness and other social issues seriously. I’ll be going line-by-line through operational spending to trim the fat, simplify systems, and get better value from what we already invest.

I won’t just “consult”, I’ll involve people. I’ll keep you informed with plain-language updates, in person and online. And I’ll be honest.

This isn’t about left or right, it’s about fairness, value for money, and making sure our district is fit for the future. I want New Plymouth District to be a place where everyone feels heard, and where smart, transparent leadership puts community ahead of politics.

Kia Ora, I’m Peter Marra, and I’m standing for mayor and the Kaitake–Ngāmotu Ward because I believe in leadership that listens, plans strategically, and works with the whole community.

Our region is rich in strengths: including our diverse cultures, including Tangata Whenua, our hardworking businesses, our volunteers, and our beautiful environment. But I also see the challenges: housing shortages, rising costs of living, and threats to our environment and food security.

I want to advocate for affordable housing by forming partnerships with Habitat for Humanity and facilitating the return of land to Iwi and Hapū.

Fair water rates and investment in water tanks & grey water systems for households.If we have a major earthquake and all roads into the region are closed, there would be a 3-week supply of food in supermarkets. This highlights the need for more community gardens to enhance food security.

Support local businesses with 2-hour free CBD parking and stronger tourism links.

Protecting our environment—opposing seabed mining, reducing pesticides, and planting along our waterways

Providing low-cost education for nurses at WITT will strengthen our healthcare system. Implementing smarter recycling and sustainable solutions can help keep money in people’s pockets. I am opposed to rate increases. One of the primary risks of rising rates is the government's continued cuts to funding for the region. Such as land and transport cutbacks, leaving the NPDC with a 27 million shortfall last year. The other risk to rates increasing is when New Plymouth has a big climatic event, such as a cyclone or a major earthquake, that leaves a lot of infrastructure damaged, which the current revenue from rates will not be able to cover emergency costs. I will work with the local MP to secure funding and would like to see an independent auditor look at NPDC books to ensure transparency.

I am Taranaki born and bred and, as a concerned citizen, I am offering my services, as Mayor and Councillor for the district.

I am an Engineer by trade and also have experience as a business owner. 

There are several major issues facing this election. The main one I would highlight is our Outrageous DEBT,

It is time our Council revert their attention to our core services and to responsibly reduce spending and expensive projects which only benefit the few.

I believe Council needs to retain ownership and Management of our regional infrastructure and assets and to have our communities involved in a similar vision for sustainable governance.

Double-digit rate increases for the last three years are unacceptable.

A few of us fought that, but didn't have the numbers. I know there is a need for change, but there is also a need for an experienced councillor who knows how to effect change.

I will continue to advocate for stopping the Devon St cycleway; keeping an in-house water service and putting the walkway extension on hold.

I am fiercely independent, with no political party affiliations.

Council spending starts with the three-yearly Long-Term Plan and I tried to get millions cut from it this term. I would love to be part of a refreshed council to be able to make those cuts a reality. Give me the numbers and I will make it happen.

Ewen Darling

My name is Ewen Darling and I have lived in New Plymouth all my life. I have been self-employed for 33 years as a Panelbeater, licensed motor  vehicle dealer and light vehicle repair certifier contracted to NZTA.

I have followed local politics for several years and for over 10 years have desired to serve our great community.

I have become frustrated with NPDC’s uncontrolled spending and blatant disregard and respect for the ratepayer’s opinion and pockets.                           

Recent policies and decisions around projects like the cycleways, downtown plaza, walkway extensions, car parking changes and dealing with the homeless have all gone against the wishes and safety of businesses and residents.

One-hour free parking to encourage people into the CBD, working with police and WINZ to remove the homeless from our footpaths and removing the Tim Tams to give business and residents back their parking will restore confidence back into our community.

Managing expenditure well will stop rate rises and reduce rate take overtime. Investing more in projects and infrastructure that give ratepayers a return. We need to look at the Len Lye Centre -perhaps opening only on weekends and public holidays.

NPDC staffing levels need looking at as well as getting back to running core services well, ie. water, sewage, rubbish removal, parks, libraries and roading.

Water should be free.  Our mountain gives an endless supply.  We are not like Auckland or Wellington, which is where NPDC gets the Water Done Well model.  More storage is needed, which is where the millions already spent should have gone.

I don’t agree with Māori Wards.  Everyone should be voted in on their own merit. NPDC contracts shouldn’t be awarded in the first instance to iwi-based businesses, as currently actioned by Council.

I decided to stand for Council as I cannot continue to complain and witness the incompetency of the last few years without trying to do something.

I believe in transparency and openness with the media and public.

Time and again, ratepayers have been let down by the New Plymouth District Council with double-digit rate hikes, careless spending, and ideology over reach solutions. It is time to give Council a wake-up call and focus on what matters.

Born and raised in Taranaki, I work as an addictions practitioner and have spent much of the past decade volunteering my time to help people turn their lives around. I listen, solve problems, and find practical strategies to create lasting change - the exact skills needed to deliver for our district

My Priorities:

  • Ease the cost of living by stopping the cycle of double-digit rate hikes and putting money back in ratepayers’ pockets
  • Cut wasteful spending on “nice-to-haves” like the $100,000+ per week lost on the Govett-Brewster/Len Lye Centre, while debt climbs over $400 million
  • End the war on cars by opposing road-narrowing cycle lanes and barriers that put ideology ahead of safety and practicality. Tim Tams be gone.
  • Protect fairness by rejecting divisive race-based policies and ensuring services are delivered solely on the basis of need
  • Restore accountability by making Council decisions transparent and ensuring ratepayers’ voices are respected

I am standing for council on three key pillars: “Practical solutions, financial prudence and accountability”.

I note that the alliance also has three pillars: Stop big rates increases, stop budget shortfalls and stop the no transparency.

Stop big rates increases aligns with my “practical solutions”. I support a three-year rates cap plus inflation. I want to see a review of the long-term plan. While the plan is typically reviewed three yearly it can in fact be amended at any time.

Stop budget shortfalls aligns with my “financial prudence”. I support that every proposed capital project prior to being included into any long-term plan has fully costed operating and income statements provided. I support having all multimillion-dollar projects independently reviewed prior to being included in the long-term plan. Private enterprise does this as a matter of good practice,

Stop the no transparency aligns with my “accountability”. Let’s develop benchmark reporting reflecting council performance back to ratepayer’s expectations. Quarterly financial reporting of budget to actual expenses with clear please explains. Ratepayer satisfaction surveys, Internal employee job satisfaction. Benchmarks for CEO performance put in place by the councillor employment committee at the time of appointment of any CEO and quarterly reporting back on those benchmarks. Given the CEO is the only employee councillors have any control over, they must make sure there is accountability.

I have been a small business owner for most of my career. I was a Taranaki Regional Councillor from 2004 – 2016. I have served in governance roles within public and private organisations. Our council needs people who can understand the numbers and practice good governance.

But the reality is that to be able to contribute to a strong council going forward I need to get elected first. So, if you identify with this common-sense approach to ensure a financially disciplined and accountable Council, I urge you to vote Moira Irving-George for Council.

Becoming a Councillor for the Kaitake Ngamotu ward of the NPDC will present an opportunity to represent the diverse range of community members giving them a voice of common sense on key issues being decided by Council on their behalf.

My slogan is “we can do better”, with respect to a number of issues which have been raised by community members time and time again whilst discussing Council issues, this has led to my candidacy.

The fact that GST on rates was overlooked, budgeted infrastructural projects take longer to complete with final costs well beyond accepted costs, proposals to hand over water reticulation and sewage to a third party to administer and recoup targeted rates ( at a time when this infrastructure needs a major upgrade), on top of proposed rate increases beyond current inflationary figures at least until 2030/31, with Council commentary paying lip service to affordability of these increases by ratepayers at a time of economic hardship whilst championing the NPDC balance sheet strength and the strong ability to borrow more. 

The list of nice to haves seems substantial such as free access to the Len Lye Centre, Festival of the Lights, et al, however somewhat luxurious when combined with an apparent inability to cost control the very important infrastructure projects such as the thermal dryer plant at the Waiwhakaiho Waste Water Treatment Plant and more, including those ludicrous “Tim Tams”which are little more than obstructions creating jeopardy for the unwary, potentially  troublesome for emergency services  during busy periods, affecting local residents and business”s access as well as property values .

The facts are all there to be seen on various media feeds but not so obvious on the NPDC website!

 This carry on is not up to the standard we ratepayers expect and deserve and yes;

                                                “We can do better, much better in fact.”

Given that the NPDC ten-year plan is already set and priorities decided it is imperative that we deliver better outcomes. If we can improve basic performance then there is more free capital to support the nice to haves, such as the Arts, Culture, Sporting and Learning facilities which define successful municipal bodies (the icing on the cake) thereby  attracting  top talent  capital which  generates employment and a thriving future for our district.

I’m standing for council because I see real challenges ahead for our community—rising rates, strained services, and infrastructure that needs attention. We need leaders who will keep costs reasonable and focus on the essentials that matter to the people of the New Plymouth District.

I’m mindful that previous councils have set ambitious plans, and made promises which commit ratepayers to significant spending over many years. It is important to reduce the burden of these, and yet we must be mindful that contracts will have been signed behind closed doors that could be costly to break. We need to ensure future decisions are carefully considered to avoid placing undue pressure on households and maintain financial sustainability.

I’m concerned about the use of concrete “Tim Tam” barriers on cycleways, which have caused safety issues in other cities. Further use should be stopped immediately, and existing ones should be removed. Safer, simpler measures like rumble strips would better protect cyclists without adding hazards like these.

Rates are increasing faster than inflation, placing too much pressure on families, pensioners, and those on fixed incomes. I also question spending that doesn’t prioritise vital infrastructure and community needs.

To tackle these challenges, I will push for a gradual cap on rates increase tied closely to inflation. This ensures ratepayers can manage their costs while funding projects already planned in the council’s Long Term Plan. We must spend smarter, cut waste, and make every dollar count.

Council must raise income for essential services—but not by overburdening ratepayers and renters. I’ll push for alternative revenue, expand tourism, and revitalise our central city to attract investment and ease the rates burden.

Adrian Sole

With over 25 years of business, governance and leadership experience — including the past five years as General Manager of the Taranaki Health Foundation — I’ve delivered projects and outcomes that make a real difference in our region. I also hold a Graduate Diploma in Business Studies (Management) and a Diploma in Professional Fundraising.

For the past three years, I’ve had the privilege of serving as Chair of the Puketapu–Bell Block Community Board. This role has given me valuable insight into how local government and our council operate — and more importantly, how to be an effective councillor for our community, if I’m fortunate enough to be elected.

Why I’m Standing

I believe we can do better. Council needs to make smart, future-focused investment decisions — ones that maintain a great quality of life without causing undue hardship for today’s ratepayers or unmanageable debt for future generations.

It’s time to pause and retest the hundreds of projects in the Long-Term Plan (LTP), enabling reprioritisation or resizing based on what our community can truly afford. My goal is sustainable, single-figure annual rate increases of around 6–7%.

My Priorities for Our District:

·         Balanced Growth – Support sustainable housing and business development.

·         Fair and Transparent Rate Increases – Push for clear decision-making and value-for-money investments, with independent oversight for major Tier 1 & 2 projects.

·         Community-Led Planning – Empower residents to shape the future of their neighbourhoods.

·         Better Basics – Ensure roads, footpaths, drainage, and facilities keep up with real needs.

·         Strong Local Voice – Make sure the entire Kaitake–Ngāmotu ward is heard and acted on.

We moved to New Plymouth in 1977 when my father started on Radio Taranaki. Having grown up here I moved away to build a career in Sales, marketing and management. 

I am married to my wife Melanie and together we raised our son who is now in the NZ Army.

My wife and I moved back home about 3 years ago after running successful businesses and now I manage a local retail store. 

I was disappointed at what NP had become. I believe with my business acumen and a good selection of councillors we can turn this town around.

Bryan Vickery

Reining in rates is a priority.  Clearly some capital projects such as the extension of the Coastal Walkway must be paused, but not scuttled.  However, it’s important we don’t throw out the baby with the bath water.  We still need to invest in our roads and water infrastructure.

During my first term on council I have been pragmatic and positive.  I have pivoted on several issues to better represent ratepayers.  I withdrew my support for the cycling separators, and the Tūparikino Active Hub in 2023 when costs escalated.  But supported it a year later after it was redesigned at a lower cost.  I work well with all councillors, and have proudly supported Councillor Max Brough’s efforts to reduce council waste and his calls for greater transparency. 

In the recent Local Water Done Well debate, I voted against a NPDC Water Services CCO, arguing instead for an In-house Business Unit model, as it would cost less.

I am best known for supporting dozens of not for profit groups through my free media platform, including doing lots of free emceeing and interviewing to promote community initiatives.  I have also worked alongside retailers and key stakeholders to try and mitigate the rough sleeping problem in the CBD.  I am also one of only two councillors during the last triennium that has attended all council meetings.

I am married to Kevin with 3 sons and lived In Inglewood for over 50 years, worked in both hospitality and the Rural sector and we also ran a calf rearing business. So I know how to budget.

I have been involved with committees in the community and am presently on the Dudley district hall committee.

I have served 5 years on the community board, 3 as chair. By attending as many meetings and workshops as I can, lifts the profile of Inglewood and its surrounding areas.

It’s time for me to take the next step up but community board serves a great purpose and there is still plenty to achieve for our district.

It’s a great place to live and I want to see better value for our ratepayer dollar and core infrastructure being our main goal.

The main concern of this election is the cost of rates and our debt. Time for the basics again but there is not going to be a quick turnaround. Projects are already set in the Long Term Plan and cancelling the big spends may have consequences but it’s not to say things can’t be basic.

We also need to make sure our contracts are fit for purpose and the cheapest is not always the best option in the long run sometimes.

We all want something for our rate dollar, but we all don’t want the same, but we do want to enjoy the facilities we have.

Sarah Lucas

Rates are going up and continued rises in the double digits are simply unsustainable for our community. I hear it everywhere, people are paying more and they want to know their money is being well spent on things that matter. We need to change how things are done at NPDC.

I’m standing for Mayor because I believe in fair, future-focused leadership that puts people first. I’ve spent years at the grassroots, on the Inglewood Community Board, as Chair of the Community Board Executive, running a small business, working in policy and raising three teenage boys. I know how tight budgets are, and I know how frustrating it is when Council doesn’t seem to listen.

Right now, the big issues I see are:

·         Unsustainable rate increases due to past underinvestment

·         Closed communications and lack of open processes

·         A lack of transparency and accountability

·         Internal processes that are clunky, costly, and surely inefficient

If elected, I’ll focus on getting the basics right: fixing infrastructure, smart spending, better communication, and ensuring we can keep people in their homes, while also taking homelessness and other social issues seriously. I’ll be going line-by-line through operational spending to trim the fat, simplify systems, and get better value from what we already invest.

I won’t just “consult”, I’ll involve people. I’ll keep you informed with plain-language updates, in person and online. And I’ll be honest.

This isn’t about left or right, it’s about fairness, value for money, and making sure our district is fit for the future. I want New Plymouth District to be a place where everyone feels heard, and where smart, transparent leadership puts community ahead of politics.

District Wide Ward

As your new Mayor or returning Districtwide Councillor experienced Intergenerational Visionary Leadership is my superpower that I bring to the District and wider Regional table.

My campaign focuses on the watershed LTP 27-37 in particular Consolidation and Efficiencies.

The Cost of Living and extraordinary inflationary pressures are hurting us all and reflects directly as pain points to our ratepayers experiencing double figure average rate increases. I hear you and as a fellow ratepayer I feel our shared pain deeply.

I pledge with the support of the newly elected team to achieve accessible, flexible, balanced rate increases by curbing rises to single figures at an average of 6 -7% across LTP 27-37. 

To achieve my KPI the savings will come from staff savings (salaries including vacancy churn management) , operational savings (less spending in discretionary items), better cost recovery of costs, capitalisation of staff time and some minor new income streams including a purposeful consolidation of efficiencies review on the 449 LTP 24-34 renewals, individual projects OPEX CAPEX to ensure prudence, delivery on time and within budgets.    

My innovative initiatives to enable accessible, transparent and consistent communications  with the community that I will establish in my first 90 days as Mayor is three fold namely  in-person ‘Chats with the Mayor and CEO’ at monthly drop-in sessions at District Libraries. The ‘Mayors Monthly Update’ via NPDC Socials including a new designated NPDC YouTube Channel and to establish a new Mayoral ‘Day Office’ near the NPDC reception/main entrance to enhance public and staff accessibility  and visibility.

My name is Mark Coster, I grew up in New Plymouth in the 70's when this place was a vibrant and prosperous part of New Zealand. Sadly it is not that place now.
The Council at the time was run as a Borough Council, the City and its Ratepayers owning a considerable number of assets and services which were run efficiently 'in house'.
Since these times Councils Nationwide have embraced a model, that whilst it has been touted as being more structured, the reality has been more administrative and systems costs, and ultimately it has always been just too easy to pass on such costs to Ratepayers.
So New Plymouth has a 406 Million Dollar Debt, and growing, and the 'go to solution' has always been Rate Increases.
No easy fix..and if anyone tells you otherwise..they are not being honest.
If you are looking for soothing platitudes and hollow promises, then I am not your guy..all I can realistically promise is a stop to the ideological nonsense and fiscal irresponsibility that has dominated proceedings around the Council Table, and permeated within the Operational Arm.
First and foremost, New Plymouth needs a capable Mayor with the necessary interpersonal skills and strategic thinking, and backed by a consensus of Councillors who realise the predicament we are in, and most importantly have the fortitude to start doing something about it. Returning many of the current Councillors, who have controlled the Voting patterns on issues such as the Tim Tam Cycle Lanes, the Sportshub, the Thermal Drier Cost Blowouts, the Walkway Extensions, whilst ignoring core Council responsibilities such as Rates, Rubbish, Roading, Water and Sewerage should not be an option.
In short, do your homework, vote wisely, vote strategically, and most importantly cast an eye to both your future, and that of those who will inherit this Debt.
We just cannot carry on as we have done to date..its that simple.
I am looking forward to dissecting the Amendments around the proposed Local Government Act and whether or not the Minister will legislate clearly for a Rates Cap linked to the Rate of Inflation.Similarly I need to see the current Contracts in respect of many of the Councils 'Big Spend' Projects, can we 'exit them', or can we remove much of the 'gold plating' costs.I am not going to make a whole lot of ambitious promises on things I will deliver until I get my head amongst the 'fine print'.

Much like the series of 'blunders' around the issue of GST, the misreported Rates Increases and the Wastewater Management..I suspect there will be a lot more to sort for the incoming Council.
I am here to make a start on it all.

I have been a ratepayer since I was 19 so I have first-hand experience of burgeoning rates and the despair it causes to communities.  

I do not want to see good people rated out of their homes because of rising rates and water demands that the average person can no longer afford.

I do not want to leave a mess for our grandchildren to clean up.  

My priority is with the ratepayer, not the Council, I do not have an interest in politics but it seems to be pushing itself into Council.  My only concern is what is happening in New Plymouth.  

Having also owned a business, I’ve had to budget, make hard decisions and prioritize. I’m acutely aware we will need good business minds in Council with no hidden agendas.

Wayne Williamson

I was born and raised in this district and, despite working around New Zealand, New Plymouth has always been home for my family across generations.

This election is pivotal. Double-digit, above-inflation council rates increases are unsustainable as is the council’s appetite for debt. We must urgently but intelligently halt this. Both Government and our community expect council to provide affordable, sustainable core services and rates, and practise responsible fiscal management – including operating lower debt levels. I stand to help ensure that Council makes the necessary adjustments to meet these expectations. And, yes, our culture, arts and heritage still matter.

I offer a blend of essential infrastructure, troubleshooting, change, project & operations management, auditing, governance, and small business experience - gained working across the thermal power, chemicals, oil & gas, municipal infrastructure, and rural delivery sectors. I continue supporting rural communities and private business water infrastructure where I work to unite people, facts and ideas to develop lasting solutions. I believe strongly in consulting and planning thoroughly before committing to action.

For nearly 14 years I served as NPDC Water and Wastewater Superintendent, moving away from status quo thinking, leading change & key service improvements - ensuring every dollar delivered maximum benefit. I understand council systems and the challenge of providing core services as budgets are squeezed. Short-changing core services is not a good option at any time.

It would be a privilege to serve New Plymouth District again.

Ian Cummings

My wife and I have recently returned to Taranaki and are excited to be building our new home on the family farm at Onaero.

I believe in limited government, freedom, personal responsibility, and the protection of private property rights.

Residents deserve high-quality, essential core services — roads, water, waste — without wasteful spending or inflated rates. Council must get back to basics, prioritise efficiency, and stay focused on its core role. I will advocate for lower rates, and strong accountability.

I bring proven leadership and governance experience, having recently retired as General Manager of a company operating major hazard facilities. I’ve also served for a number of years as chairman of a school board, giving me a solid foundation in oversight, collaboration, and community engagement.

I’m a strong believer in the value of local businesses and the voluntary sector — they are the engine room of innovation and wellbeing in our community. Council must consult and support them, not impose barriers to their success.

I’m committed to working collaboratively with fellow Councillors to ensure decisions are guided by common sense, responsibility, and a clear focus on making our district an affordable and great place to live.

I grew up in New Plymouth and know what it means to live within a budget. Sadly, our Council does not. Rates are climbing by 9 to 12 percent a year while debt has ballooned past $400 million. If a household managed its money like this, it would be bankrupt. 

The first priority of Council should be the basics: water, roads, and rubbish. Yet too often, money goes into vanity projects, cycle lanes no one asked for, or festivals that blow out budgets. Ratepayers deserve a Council that puts needs before wants. 

If elected, I will push for real accountability and financial transparency. That means clear reporting on where every dollar goes, an end to wasteful spending, and a focus on affordability. I believe in running the Council like a household—fix what’s broken, live within our means, and stop treating ratepayers like an endless bank account. 

Communication is just as important. I will keep residents updated directly, without spin, through social media, public forums, and honest conversations. You should never be left in the dark about decisions that affect your community.
